Abstract
Under the new paradigm of higher education, as in developed countries, the education system of our country has a number of problems (how to assess the quality of educational services, what are the conditions for improving and maintaining the quality of education, how to achieve competitiveness of graduates in the labor market) How quality should be assessed, how higher education institutions prepare their graduates should take responsibility and accountability) is natural. Naturally, it is well known that these problems can be solved "partially" by finding answers to the above questions. This is because the development of science and technology is a process in motion, that is, it is slow and unsustainable.
